Why don't more minority wrestlers get Heavyweight title shots? There haven't been to many in history.?

Don't say that their haven't been a lot of minority wrestlers, because the wrestlers that are great haven't gotten many title shots besides The Rock. He's only one wrestler anyway. Shelton Benjamin, MVP, and Carlito are way better than John Cena, but because of his personality he gets title shots. He's already a three time champion. I want Jeff Hardy to win, and I know he's gonna win tomorrow, but he's gotten 3 straight title shots.
