What to wear to a NCO academy banquet? Long or short dress?

The invite says Formal/ semi-formal. My husband is wearing his semi-formal uniform. But I'm not sure if I should wear a tail dress (short) or a long dress. I have one of both... I love my long dress, but would that be to formal?
