How to housebreak a year old chi to puppy pads in house?

We have adopted a one year old chi. Apparently they never bothered to housebreak her. I am trying to train her to using puppy pads as it is to dangerous for her to go out side. I am getting nowhere. I put her near several pads when she wakes up and still waits till she is in another room to do her business. Need help!
